PUBLIC HEARING The School Board Chair presented the proposed FY14 School Budget. Inquiries were made concerning the school portion of the tax rate and consideration for teacher negotiations.
Prior to the start of the Berlin Board of Education meeting, Roland Pinette was presented the NH CTE Director of the Year award.
A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:11 p.m. Present for the meeting were Louise Valliere, Nicole Plourde, Nathan Morin, Corinne Cascadden, Bryan Lamirande, Amy Huter, Dan Record, Elizabeth Deen, Gary Bisson, Roland Pinette, Cheryl Pinette, Jane Provencher, Tim Forestall, Autie Hamilton, Lisa King, Ted McCormick, students, and members of the press.
NH JAGS As part of a public speaking requirement, six students from the JAGS program informed Board members on how the program has helped them and has changed their goals for the future.
MINUTES On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to approve the minutes of the January 17, 2013 meeting, public and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Louise Valliere, seconded by Nathan Morin, the Board voted to approve the warrants dated, February 4 and February 11, 2013 for the amounts of $18,632.58, and $335,167.55. On a roll call vote, all members voted in the affirmative.

1st RDG POLICIES On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to approve the first reading of Policies – JLC – Student Health Services, JLCD – Administering Medication to Students, JLCH- Do not Resuscitate Orders, JLCJ – Concussions and Head Injuries, JLCJ-R – Concussion or Head Injury Form, JLCK – Special Physical Needs of Students, JLD – School Guidance Program. The motion passed unanimously.
2nd RDG POLICIES On a motion by Louise Valliere, seconded by Nathan Morin, the Board voted to approve the second reading of Policies –JICDD - Student Discipline, JICE – Student Publications, JIHB – Searches of Student Autos, JHB-R – Searches of Student Autos Form, JLIA – Supervision of Students, JIHD – Student Interviews and Interrogations, JLA – Student Insurance Program, JRA – Access to Student Records - FERPA. The motion passed unanimously.
SUPER’S REPORT The Superintendent informed the Board of the following issues:

FY14 BUDGET On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to approve the FY14 Budget in the amount of $17,306,815 with an additional $125,000 in Capital Improvements. On a roll call vote, all members voted in the affirmative.
COMMENTS Ted McCormick commented on the commendable support for Unified Basketball from the staff and students.
NEW BUSINESS Nathan Morin commented that during the Board’s budget presentation to the City Council, the public should be made aware of how much of the budget is dependent on city tax revenue.
Nicole Plourde commented on how passionate the students were about helping each other through the Unified Basketball Team.
NON PUBLIC On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to go into nonpublic session at 7:30 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 8:40 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
STAFFING On a motion by Nathan Morin, seconded by Louise Valliere the Board voted to approve the following staffing changes:

LOCAL 1444 On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to approve the Local 1444 contract as amended. On roll call vote, all members voted in the affirmative.
ADJOURN On a motion by Nathan Morin, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 8:44 p.m. The motion passed unanimously.
